In accordance with paragraphs 3 and 22 to 24 of General Assembly resolution 75/326 of 15 September 2021, entitled “Modalities for the international meeting entitled “Stockholm+50: a healthy planet for the prosperity of all – our responsibility, our opportunity” (Stockholm+50), the following may participate at the international meeting and its preparatory meeting: all States Members of the United Nations, members of the United Nations specialized agencies and parties to the multilateral environment agreements; intergovernmental organizations, international financial institutions and other international bodies; organizations and bodies of the United Nations; and non-governmental organizations, civil society organizations, indigenous peoples’ organizations, academic institutions, the scientific community, the private sector and philanthropic organizations.

In accordance with the established practice, the media may also register to cover Stockholm+50 and its preparatory meeting - more information below.

States Members of the United Nations, Members of the United Nations Specialized Agencies and Parties to the Multilateral Environment Agreements

Registration (request of a conference badge) of official delegations of participating States and of the European Union to Stockholm+50, is handled by the United Nations Protocol and Liaison Service (Protocol Office) through the online “eRegistration system”, which is available through the e-deleGATE portal at https://edelegate.un.int. Official delegations must go through the “designated eRegistration focal points” of their respective Permanent Missions in New York, who have access to the eRegistration system. Copies of credentials or letters (stamped and signed by the head of chancery or an authorizing official) containing the names and functional titles of the delegation must be uploaded on to the eRegistration system at the time of online submission.

Delegations wishing to obtain information on the “eRegistration system” may refer to the updated “Guidelines on e-Registration” and “Frequently asked questions” on the Protocol website at https://www.un.org/dgacm/en/content/protocol/meetings.

Credentials

The credentials shall be issued by the Head of State or Government or by the Minister for Foreign Affairs or, in the case of the European Union, by the President of the European Commission. The credentials of representatives and the names of alternate representatives and advisers should be addressed to the Secretary-General of the United Nations.

The hard copies of the credentials should be delivered to the Office of Legal Affairs, located on the 36th floor of the Secretariat Building, no later than 26 May 2022. A scanned copy of the credentials, as well as other communications containing the names of representatives to the International Meeting (such as letters and notes verbales from the permanent missions), should be submitted through the online “e-Credentials” module, which can be accessed through the e-deleGATE portal (https://edelegate.un.int).

In addition, from 1 until 3 June, the credentials may be submitted to a representative of the Office of Legal Affairs at the International Meeting venue.

Delegations are kindly reminded that, as part of the registration process, copies of credentials/letters with delegation lists must be uploaded on to the eRegistration system at the time of online submission. Also note that passport-size colour photographs (with white background) of all listed members of delegations (except Heads of State or Government, Vice-Presidents and Crown Princes or Princesses and their spouses), are mandatory requirement and must be uploaded in the registration form for each member of the delegation. All photographs must be recent and taken not more than six months prior to the Conference. Please note that the review and verification process of the online registrations may take up to 4-5 days.

Intervention requests

The list of speakers for the general debate (Plenary) and the three leadership dialogues are open for inscription. Requests should be sent through the the e-deleGATE platform (http://edelegate.un.int) before 5:00 pm (New York time) on 16 May 2022.

IGOs, International Financial Institutions and Other International Bodies already accredited

Organizations and other entities that have received a standing invitation from the General Assembly pursuant to its relevant resolutions to participate, in the capacity of observer, in its sessions and work will be able to register to participate as observers at Stockholm+50.

Relevant intergovernmental organizations (IGOs), international financial institutions and international bodies that were accredited to the United Nations Conference on Environment and Development; the World Summit on Sustainable Development; the United Nations Conference on Sustainable Development; the United Nations summit for the adoption of the post-2015 development agenda; the high-level United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development; the intergovernmental conference on an international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction; the 2020 preparatory meeting for the United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development; and to previous United Nations conferences on the sustainable development of small island developing States, held in Barbados, Mauritius and Samoa, as well as those invited to participate in the sessions of the United Nations Environment Assembly will be able to register to participate as observers at Stockholm+50.

(A) Those organizations that fall within one of the categories listed above and are already enrolled in the online “eRegistration” system may follow the same procedure for States, through the “designated eRegistration focal points” of the organizations or their respective Observer Missions in New York, who have access to the eRegistration system.

(B) Those organizations that fall within one of the categories listed above and that have not enrolled in the online “eRegistration” system must request temporary access to the system in advance in order to register to Stockholm+50. To request temporary access to the eRegistration system, a letter (stamped and signed by the “head” of the organization) must be sent to Ms. Beatrix Kania (Chief of Protocol) at [email protected] and copied [email protected], providing a designated focal point of the organization (with name, functional title and an official email address) to receive temporary access to the eRegistration system. Upon receipt of temporary access, the designated focal point should check out the “Guidelines on using the eRegistration system” posted on the Protocol website. Requests of temporary access to the eRegistration system must be received in the Protocol Office not later than 29 April 2022.

Plenary: In accordance with General Assembly resolution 75/326, and time permitting, statements from representatives of accredited intergovernmental organizations, international financial institutions, and other international bodies, may be made in accordance with the practices of the General Assembly. Representatives are requested to submit their interest in delivering a statement during the general debate (Plenary) to [email protected] before 5 p.m. (New York time) on 16 May 2022.

Leadership Dialogues: Representatives are requested to indicate three leadership dialogues in which they would like to have a speaking slot, including the order of preference, name, title and level of participation, to [email protected] before 5 p.m. (New York time) on 16 May 2022.

Non-accredited IGOs

Other IGOs interested in obtaining an ad hoc accreditation for the international meeting entitled “Stockholm+50: a healthy planet for the prosperity of all – our responsibility, our opportunity” (2 to 3 June 2022) can submit an application addressed to the President of the General Assembly.

Interested IGOs are invited to send a letter from the head of the organization on official letterhead (with the original signature) addressed to the President of the General Assembly requesting for an ad hoc accreditation to Stockholm+50 and describing the work of the organization related to Stockholm+50 objectives; provide copies of the treaty establishing the organization; information concerning the date of entry into force of the treaty and those States that are parties to the treaty; provide information on the membership of the organization; and submit the latest annual report.

Upon review of the applications by the Secretariat, the applications will be forwarded to the General Assembly for its consideration.

Only after the approval by the General Assembly, the representatives of the newly accredited IGO will be issued a conference pass in accordance with the same procedure specified in para (B) for IGOs not enrolled in the “eRegistration” system.

Specialized Agencies and Related Organizations

Representatives of the Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, UNESCO, UNIDO, UNWTO, UPU, World Bank, WHO, WIPO, and WMO), and related organizations (which include CTBTO Preparatory Commission, IAEA, ICC, IOM, ISA, ITLOS, OPCW and WTO) wishing to register for Stockholm+50 are required to follow the same procedures as for States and IGOs to register for the Conference.

United Nations funds, programmes, regional commissions and other entities

Registration is required for all UN staff members who have been designated to support Stockholm+50 onsite and those representatives of the UN Secretariat, funds, programmes, regional commissions, and other entities who wish to attend Stockholm+50 in person, via the online INDICO registration system.

Please note that registration is required only for staff and members of the delegations attending Stockholm+50 in person in Stockholm. Your official email should be used for the registration. Otherwise, your application may be denied. To register, a passport-size color photograph taken no more than six months prior to Stockholm+50 is required. Please also note that copies of letters with delegation lists must be uploaded on to the INDICO system at the time of online submission, and Stockholm+50 Secretariat would only consider registrations which are consistent with the official list of delegations submitted by their Head Offices or Liaison Offices in New York. The review and verification process for the online registrations may take up to 4-5 days. Relevant stakeholders, non-governmental organizations, civil society organizations, academic institutions, the scientific community, the private sector and philanthropic organizations, whose work is relevant to Stockholm+50, and who are accredited in accordance with the provisions set forth in Annex II of A/RES/75/326 can request registration to participate as observers at Stockholm+50.

Who can attend Stockholm+50?

Only accredited organizations can register representatives to attend Stockholm+50.

Non-governmental organizations in consultative status with ECOSOC. You can check if your organization has consultative status by going here.

Organizations that received special accreditation by the General Assembly to attend any of the following past Conferences/meetings (please click on the links for details):

Organizations that have received special accreditation by the General Assembly to the Stockholm+50 International Meeting (decision 76/554).

Representatives of accredited organizations are invited to register up to five representatives from their organization through the INDICO portal. Please note that each person needs to register as an individual by setting up their own INDICO account.

* Please note that registration for all categories of non-governmental major groups and stakeholders closed on 3 May 2022. Over 1500 registration submissions were received. Approved major groups and other stakeholders were contacted and requested to express interest in a speaking opportunity and funding support. The survey collecting these expressions of interest closed on 8 May 2022. The selected speakers for interventions in the Leadership Dialogues and those who were successful in receiving funding support will be informed individually.

Media accreditation

Registration to the preparatory meeting (28 March 2022, UNHQ, New York, USA) and Stockholm+50 (2 and 3 June 2022, Stockholm, Sweden)

Media accreditation is strictly reserved for members of the press: print, photo, radio, television, film, news agencies, and online media who represent a bona fide media organization.

Please note that early accreditation is now closed. Those intending to register on-site at the venue can expedite the process by filling out this form. Otherwise, please bring a letter of assignment from your outlet, samples of work and valid passport/national ID.

Member States can register media, including journalists in the delegation and official photo and video, on-site at the venue, by providing an official note from the Permanent Mission or the Embassy, along with copy of valid passport.
